Rationale

In the Elder Dragon Highlander format, Living Wish was removed from the banned list but was simultaneously subjected to a restriction. This restriction dictates that the card may only be used to retrieve cards from the Removed-from-Game Zone that have been placed there during the current game. This limitation was instituted to ensure balance within the Highlander environment, acknowledging that remove-from-game effects are potent in this format and that allowing access to outside card sources, such as sideboards, would otherwise destabilize the gameplay experience.
