Rationale
Time Vault had an extensive history on and off the banlist. It was initially banned for its combo potential, allowing for easy access to infinite extra turns. It received multiple power-level erratas, allowing it to become unbanned for some time. Ultimately, Wizards decided that erratas were not a path they'd like to pursue for balancing reasons, so Time Vault was restored to its original functionality and was subsequently banned again in all applicable formats.
