In 1994, all Legendary permanents were restricted for flavor reasons. Jasmine Boreal was restricted to one copy as a result. This ruling has since been lifted and Wizards rightfully decided that a vanilla 4/5 for 5 didn't deserve to retain a spot on a B&R list in its own right.
