Rationale

We don't have an official statement on the early bannings of Demonic Tutor; however, anecdotal statements suggest that it was restricted in Type I and Type II (the predecessors to Vintage and Standard, respectively) because tutors otherwise undermined the Restricted list. Its efficiency in finding the best card for any situation caused it to be banned on release of both the Type 1.5 and Extended formats.
