Rationale

In 1994, all Legendary permanents were restricted for flavor reasons. The Tabernacle at Pendrell Vale was restricted to one copy as a result. It was unrestricted when the ruling was lifted, but later found its way onto the Commander Game Changers list due to its ability to opponents lock of out the game.
