Rationale

In 1994, all Legendary permanents were restricted for flavor reasons. Karakas was restricted to one copy as a result. This ruling has since been lifted; however, Karakas individual managed to get banned in Commander due to unfavorable interactions and play patterns with the format's focus on legendary creatures.
